Abstract:
Simple Rental Flats (Rusunawa) Serua is an apartment built for victims of the Situ
Gintung disaster in 2009. Since it was built until now, there are no disaster victims
living in the flat. To solve these problems, The South Tangerang City Government
has converted the target occupants to low-income communities. However, in
locations around the flat, the existence of rental houses tends to be more attractive
than the flat, with the number Sof rental houses as many as 319 units. This study
aims to determine the needs of the flat and find out who are interested in rental
housing. To achieve this goal, the researchers analyzed the existence of rental
houses around the flat, analyzed the profiles of residents of the flat and rental
houses, analyzed the factors that caused the lack of interest in the Serua Rusunawa
and examined the need for the flat as a place to live for the people in Serua Village.
There are differences in the profile of residents, where the residents of the
Rusunawa are low-income people, while the residents of rented houses are middleincome. The residential conditions of the apartment units of 74 units are only filled
with 44 units, which indicates that they are less desirable than the flat, the
contributing factors are the dirty condition of the flat, lack of air circulation, the
residential unit with the same room size and the existing requirements are not
known in detail by the residents of the rental houses around. The final result of this
research is that not only low-income people can live in Serua flat, but also people
with middle income and low income people. The requirements have been adjusted
to the needs of residents by the South Tangerang City Government. So that the
Rusunawa can also be inhabited by residents outside the city of South Tangerang
